美国当地生产的产品不适用进口eFiling要求，但仍需遵守证书内容更新要求。

1.、CPSC eFiling是什么

CPSC，全称是Consumer Product Safety Commission，即美国消费品安全委员会。

eFiling可以理解为“产品合规证书数据电子申报”。

eFiling实施后，受CPSC认证要求约束的进口消费品，在美国进口Entry申报时，需要把证书里的关键字段通过电子方式提交。

第一步：是不是消费品

第二步：是否进入美国市场销售、分销或商业流通

第三步：受不受CPSC法规、强制标准、禁令或测试认证要求约束

第四步：需要CPC或GCC不

第五步：如果要证书，进口时通常就要准备eFiling数据

不建议用“品类名称”进行判断是否需要eFiling，就像同样是“玩具”，有儿童玩具，也有13岁以上的收藏模型，要求就不同了。

测试报告证明“测过”，

CPC / GCC证明“这个产品符合要求”，

eFiling则要求“把证书数据在清关时电子化提交”，三者不能混用。

只有测试报告，没有CPC或GCC，NONONO！

只有CPC或GCC，但没有可追溯测试报告，也是NO！

4、两种申报模式：Full PGA与Reference PGA

Full PGA需要提交的核心数据包括：Product ID、Citation Codes、Manufacture Date、Manufacture Place、Product Test Date、Testing Laboratory、Point of Contact。

CPSC Product Registry是CPSC提供的安全在线系统，

进口商可以在里面存储和管理产品证书数据，

用于后续通过Reference PGA Message Set在CBP ACE系统中引用。

7、进口商资料清单

进口商需要先整理产品的基础信息，包括产品英文名称、SKU或Model Number、HTS Code、产品用途说明、适用年龄、产品图片、材质说明、生产工厂信息、生产日期或批次，以及产品标签信息。

信息要能互相对应：

产品名称要和Invoice、Packing List、证书保持一致；

SKU和型号要能对应测试报告、包装标签和实际出货产品；

产品图片最好包含正面、背面、标签、包装、说明书和关键细节；

如果是儿童产品，还要特别注意年龄分级、追踪标签和适用标准。
